I clicked on reply on a post in the For Sale/Wanted and got this message:
"Sorry, but only moderators can reply to posts in this forum."
I see that no post shows any replies. So no one can reply to my effort to find a Vespa to buy?

People can send you messages. If they are people that have just joined MV they are probably going to sell you an imaginary scooter for real money.
