LX50 No Return on Throttle

The throttle does not snap back into place, but the carb reciever has tension and snaps back. See video below

Do I need a new throttle cable? New bike to me so I dont know previous problems.

The video doesn't really indicate the issue. Is the throttle at the handlebar opening and closing the throttle? If not, how are you getting the cable to return in the video?

When I spin the throttle it doesnt spin back into neutral state. it just stays stuck unless you push it back to idle

Looks pretty crusty. Maybe try lubing the cable first. If that doesn't work then yeah, new cable.
