Don't know if it's a Viet-Bodge but Lordy does that thing have a lot of bondo on it. Definitely would avoid.

Pop rivets, and a whole bunch of them in fact, on the floor rubber. Nicely painted over lock. That fuel tap lever, etc…. Ameribodge perhaps?

fuel control is likely just a small frame lever instead of a standard one, so whatever on that.

the trim around the gas tank concerns me. especially with that seat.

rivets on the center mat is interesting, bolts for the floor rails doesn't really sound any alarms.

the glaring amount of body filler and that gaping hole give me pause.

what's the tail look like? can you get a shot of the vin and engine numbers? what's the title say it is?

at first blush it looks like an amateurish resto.

The hole rusted through hole in the floor would be enough for me to avoid that scooter. Doesn't matter where it's from. There is likely to be a lot more rust that you can't see. Rust repair is the most time consuming part of reviving any kind of old vehicle.
