My Vespa is a 2008 gts 250. She has been garage kept. I have not ridden it in maybe (?) two years. Any way I pull her out and I cannot see my gauges at all. No sun. Heat, yes, no sun. Is this plate replaceable?

It'll be the polarised LCD panel that has blacked out. A known problem. See: GTS 250 instrument LCD display dimmed for good descriptions and a workable solution.
