I don't know when, but I got some HPE heads, and it was obvious they were cast in China. Not only because Chinese aluminum is easy to pick out, but also the foundry marks. Anyone who thinks parts made in China or Vietnam are equal in quality to those made in Japan or the EU needs to ask someone in manufacturing about Chinese aluminum or Vietnamese chrome. It's not the same. If you ever owned a Japanese motorcycle, after about two years, you could pick out the parts that were chromed in China instead of Japan or Taiwan. And chrome OEM Vietnamese Vespa accessories usually arrive at the dealer pre-rusted for your convenience. Now when it comes to paint, the quality is likely better, mainly because a lot of the paint they use to paint vehicles in China or Vietnam has been illegal to use in the EU and US for decades, for environmental reasons.
The principal driving force behind companies moving production from China to Vietnam is labor costs. So to get back to the OP's original question, your bike was made in Vietnam because someone in the EU decided that $4.50 an hour is too much to pay for labor.
Kia and BMW cars and Boeing airplanes are made in the American South to save labor costs. There's no evidence the quality of any of those products has changed. There's nothing to worry about.

Quality controls and assurances can be maintained at very high levels anywhere in the world these days. It's up to the company to enforce these. Apple, BMW, Mercedes, Honda, Piaggio and others have all proven that high quality products can be produced in any country.

My 2010 Piaggio Fly 150 was made in China and was very high quality scooter. I had a stator go bad, but that was due to poor design that let dirt get in there when hooning off road. The decal on the speedo also cracked a bit due to sun exposure. I had no other issues with that scoot over 22,000 miles. Hi quality plastics that did not crack or discolor. The engine casing and transmission cover seemed to be high quality castings.

You should not have any worry about your scoot being sourced from Vietnam.

Edit...When I went to the office pre-covid, I always ate my lunch at my desk. Now that I'm working from home fulltime, I do step away for about 15-20 minutes for lunch. There is too much work to get done.

Many years ago, early this century, I was suffering from mental health issues without knowing it, just thought the migraines were ramping up. Very early question from the psychologist was "Do you have your lunch at your desk"? Me: Yes. Her: Don't! Get up and walk away - every day.

Every Mercedes-Benz I've had (and I'm well on my way to having had about 15+ now) have all had a CoC document in the glovebox. I've been buying them since 2010 and not one has been without it.

It has absolutely no bearing on the actual thread but just wanted to throw in my experience!

Anyway, on with the Vietnam debate…!

I stand corrected - but I can say I've never heard of that before! The equivalent of the CoC is normally on the V5, section K, "Type Approval Number".

I typically change mine around nine and 12 months, and my wife's every 18 months.

(Plus I'm an international arms dealer so need to keep moving the money around 😂 )
