Modern Vespa

I have a 2003 Vespa ET2 that has been in storage for two years. It was parked with gas and stabil but when I went to get it out the tank was empty. I added gas and the hoses leaked so I replaced them. It doesn't show any leaks. Put in a new battery and it fired up and ran for a bit then stopped and hasn't restarted. I removed the fuel lines from the valve in the bottom of the gas tank and the larger one ran fuel freely. I removed the smaller line and while it didn't flow I could get some fuel while sucked no on it. It does have spark at the spark plug.

I just did a similar service on a similar engine.
It needed a fuel tap…and cleaning the carb and lines.
The diaphragm inside was shot, apparently.
Top stem is fuel to the carb, bottom is vacuum to the engine side of the carb.
I hope that's the issue because it was, after all, simple.
