Are there any obvious leaks, or is there just steam coming out of the expansion tank cap?

Mend any leaks, and if you can't see any, suspect a bad head gasket.

(The X9 250 was one of my favourite scooters - one of Piaggio's best IMHO)

First, check if the radiator is clean (mine was covered with mud). Second, check the thermostat. If the thermostat and radiator are OK, remove the lambda sensor : white coating = damaged head gasket, no white coating - damaged water pump.
