Dealer says sure we can do a service if that's what you want. marks the mileage at xxx and owner says I want a complete service. ok says dealer. bam here's what we did and here's your invoice.
If the own does say "I want a
complete/full service" then sure. If the owner says "I want a service" then the dealer should do what's appropriate. I don't know what the OP said and won't assume
Also if they had said 'complete' then a
valve check should be done and the belt
and rollers should have been replaced not just 'adjust belt', ie the dealer made their own mind up what to do - did not read the manual etc.
Edit: weirdly I don't see replace rollers in the list in the manual but it does say inspect the roller housing
