Need help buying a used Vespa ET4 150cc

I'm going to check out this used Vespa ET4
150cc tomorrow and would love to know what ppl think of it, also what should I pay attention to.
-It's 8,100 miles for 2,400 dollars
-One of the lights on the fender is missing
- No other obvious cosmetic damage, it actually looks very well maintained
-Has a pink slip and valid registration till next year.
-Last service done in Jan, oil changed
-Parks in garage
I'm not sure about the 8, 100 miles here, is it too much or is it normal for a 20-ish year old Vespa.
I plan to ride it around the neighborhood for fun, I live in Pasadena, no speeding or off roads.
what are the things I should ask and see before I purchase it? Thanks!!

The mileage is fine for a 20 year old, well maintained Vespa. The price however, I think is too high. I'd try negotiating that down several hundred dollars.
