Will the LML stator plate bolt to the P2 case?

The LML stator should be a single blue (a/k/a blue-black) stator just like the Vespa one. Blue from the stator connects to yellow on the body harness. Black from the stator connects to black on the body harness. If you have a combined CDI and coil unit on the back of the motor, just run the red, green and white wires from the stator through the junction box to that. The red, green, white and blue wires on the body harness then become surplus.

I've tried this and I'm getting a continuous spark with or without the ignition on, what wire do I need to put onto the outside ignition green on the cdi thanks

My Stella and your Star differ on this detail, but I think in your case you need to make sure the green/white wire from the ignition switch extends to the CDI, or at least remains connected to the green in the junction box.

Splice the green off the wiring harness to the green on the CDI. The kill switch wire is integrated into the harness to make bypassing it to hotwire the motor harder.
