So the past couple times I have got fuel I would notice a strong smell of gas in the garage coming from the scooter , this last time I smelled the strong smell of gas and noticed a puddle of fuel on the ground under the scooter. Could this be because I have overfilled the tank and it is coming out of some overflow tube? I filled it pretty much all the way to the top , I have always done this and did not have a problem before. Is this something that I should take it in to the dealer for or just happened because I overfilled it? Pics below of where the fuel seems to be leaking

Are your arrows pointing at wet bits or just where you're asking?

Those areas were wet with fuel and seemed to be dripping from there. It's been a couple of hours now and I have cleaned everything up and it does not seem to be leaking now.

Rather than taking to the dealer straight away. Try the following, when next fuelling leave a bit of room in the filler neck, eg not right to the top.

It could be a "direct overfill" eg splashes , or an indirect overfill as the fuel rises to air temperature and some evaporation / migration occurs.
Just an observation but has the recent issue with gas smells been affected by your local weather, has it recently warmed up , or gone from warm to hot. ( not an issue with us in the UK😎😎🌦️🌦️)

Costs nothing to do and may provide a solution. Im still struggling five months in the accurately fill up my GTS , Im using the gas cap in the pet carrier slot, but I still get fuel puking out at the end of the fill.

It has been very hot and humid lately. 90's Fahrenheit. Could be related.

If you put cool fuel into your tank right to the top - or even just to the vent hole, then when it heats up the fuel will expand and go out of the vent tube. Of course if the vent tube is blocked by previous over-fills (which sounds very likely in this case) then it'll try to escape via the threads around the cap.
