I've inherited a 2013 GTS 300 Vespa scooter from my father in-law. He cannot seem to find any keys for it. Does anyone know what I need to do in order to get new keys made? I can't seem to find anything online.

go to AF1racing.com or scooterwest.com both these dealers have procedures to get keys made.

after contacting either of the above two, you'll have to then remove the ecu and mail it to them. they'll reset it and send it back with a new set of keys + ignition lock barrel.
