'58 piaggio VNA.
Trying to get this thing out of gear.
Rear tire doesn't turn. Makes it hard to move around when you have to pick up the rear to do so. Cables are froze up. I removed the clutch cable and worked the clutch by hand. That didn't help. Guess the clutch plates are stuck as well. Thought I could try to get in where the shift cable go in. Found that before I do anything need to find out how to remove it's cover. Trying not to break anything so I need to know how the cover removes. Looks like the thin metal cover on top has to come off first. I don't see anything holding it in place. Maybe it just pops off. But I don't want to just go 'Popping' not knowing what I am doing. Is there any shop manual I can get? I' really in the darks as to what I'm doing on this thing. Rather not learn the hard way. Thanks for all y'all help so far. I'm sure I'll have plenty more questions.

Thanks Grumpnut. I got it out of gear. Posting a picture of what that cover looks like off for future reference case anyone needs to see it. It has a tab on it. So like Grumpnut said remove the fan shroud then you can remove the cover. Still took a little prying. Been on there for a long time.
