How does one check the oil with the dip stick?

On the honda scooters I worked on, you do NOT screw in the dip stick when checking the oil level.

I was not able to find information in the owners manual.

Do you check the oil level by screwing in, or not screwing in the dip stick?

I was always told that the dipstick needs to be screwed in and then unscrewed to read the level. Every Vespa I've ever owned was the same.

Agreed, you need to screw it all the way in to check the oil level. Look at the WIKI section under the Modern Vespa banner at the top of this page. Lots of helpful info there.

That is correct.
It is not limited to all Vespa's, it applies for all Piaggio scooters.
