resurrecting a 79 P200e. It is running pretty well but when parking it, I turn off the fuel and let it run dry. As it get close to running out, there is a significant increase in RPM. Could that indicate the mixture is too rich and it runs better as it leans out? Or is it just a natural thing?

Normal. It leans out as the float bowl goes dry.

No it means you're running out of gas. The fuel isn't getting to the cylinder anymore so the rpm's rise due to it being a quick leaning out situation. It's fine.

A friend was doing about 65mph when he ran out. Seized, had to buy a new top end. Since then I've run a pump. Doesn't stop you from running out, it just means that the last little bit doesn't slow to a trickle and make you run lean.
