Should the circled passage be blocked? It looks to be an air intake for the cold start enrichment circuit.
I've got two carbs a 24E where it appears to be undrilled not just blocked with dirt and a 24G where it's open.

There aren't any threads in it for a jet on either carb so I don't think it's the starter circuit air jet, I think that one is oddly under the fuel bowl lid. It's not the starter circuit venturi that's the like brass hole near the plunger. I guess it's not used on the E version.
