My vespa smallie has a brake drum fused to the axle of the front hub, how should I go about taking the axle out in order to regrease and change brake pads, thanks

It looks a little rusty. I suggest you spray the area with PB Blaster let it sit a day then put a pointed punch in the recess of the axle and tap it out
You should replace this

And will need this tool to remove the retaining ring for the inner bearing.

By recess of the axle do you mean the tiny hole on the non suspension side of the hole where the axle nut goes through, I've tried using wd40, wooden dowel and mallet on the suspension side with no luck.

After couple days of penetrant, hammering, malleting the drum, heating up outer areas I have no luck at all, not a budge

With the nut off and the speedo drive removed, the axle should simply drive out through the bearings. I think the dimple showing in the end of the axle is what exmayor was talking about but I' be hesitation to do that because it is off-center and you will likely splay out the end of the axle. Just hit it squarely with a hammer and a proper size drift ( brass ? ) and plan to replace the bearings. Heat won't do it because what you'd want to expand are just the inner races of the bearings.

I've managed to use a soldering iron flat tip to heat up outer race on the open side and easily tap it out
