I think they instituted it to reduce the number of people coming in early & staying late M-Th, then leaving early on Friday so that they don't incur OT. By shifting the work week to end on Thursday, one is less likely to work extra hours earlier in the week, because you'll only get to leave early on Thursday, and still work a full day on Friday.
Another reason might be that it is a school district, and staff that might need to work weekend events are hourly, so by having the week start on Friday means those weekend hours are at straight time, not OT, and their supervisor can send them home early on Wednesday or Thursday to avoid having to pay OT.
