I'd guess that either there's a switch on the brake lever that's stuck on, keeping the light on; or that the brake itself is stuck.

I'd put the scooter up on the center stand with the parking brake off and see if the rear wheel can be turned.

The wheel turns freely when the parking brake off, just the light stays on all the time no matter what.

Then the switch is probably stuck or broken.

The switch is behind the knee pad, right above the parking brake lever. Same part number as the other brake light switches: 583575

Scooters are like an onion. You peel off the skin layer by layer starting from the rear and work your way forward.

Keep track of what goes where

As mentioned, on top of the handbrake. If you lit the top of the slide you'll see the sensor, you can even put your finger on it and maybe unblock it.

Scott, be careful as you need it works (at least one of the two) so you can start the bike. If both don't activate the brake light as you push the start button nothing happens

EDIT: Read bad. If handbrake is not a big deal

We're talking about the handbrake, NOT one of the brake levers on the handlebars. This isn't wired into the kill-switch circuitry.
