I mean, I know someone who did a home-brew version of this about 15-20 years ago. It didn't have much range, but it was a hoot to ride and would wheelie in third second.

Only transport and live in a Low Emissions Zone, or even a zero emissions zone? There are loads of LEZs and ZEZ dotted around Europe, and quite a few in the UK.

Or the motor has exploded, just not feasible to repair?

I can't see doing that to a RUNNING Vespa, but I can imagine doing it to a basket-case Vespa. Similar kits exist to electrify VW Beetles. For $3500 and a few hours of surgery, I can see it being an interesting project.
