Typical with SIP rims. One side of the bead on the rim is more squarish so it's difficult for the tire to jump over it. Same here, have gone many times above the max PSI of a tire to make it pop. Lots of tire soap, try to center the tire in the rim and inflate without the valve...

I have also found baby powder works too. And when installing tube tires, a bit goes in the tire as well before the tube.

Baby powder doesn't work very well for mounting tubeless tires.
