The first details of new models / special models are often already known before the official presentation, customers ask for them, etc., just like here: In May, the special model was presented at the Vespa World Days without any further information, and as far as I know, dealers can/must then in some cases order the vehicles from Piaggio without the dealer purchase price and thus the recommended retail price being known, sometimes at a time when the design is still unknown.
I can only tell you how my dealer handles this: He puts the available information on his website and keeps a non-binding list of prospective buyers (also to be able to assess the demand), if necessary preliminary contracts are already concluded. As soon as all the information is clear, the customer can then make a decision.
But, I actually know of cases where customers have said: "I'll take one, no matter what it costs." Example: Before the GTS 310 was available.
To answer your question: between Piaggio and the dealer: Yes!
Between the dealer and the customer: no!
This may also be due to the fact that there is a clear difference between Europe and the USA in the way vehicles are sold/purchased: here, pre-orders for cars with delivery times of several months are the rule rather than the exception.
I actually know of cases where Mercedes/Audi/BMW/Porsche have signed sales contracts with the option to pass on price increases (to a certain extent) to the customer until the delivery date in 12-18 months.
