The VBB was made from 1960 to 1965.

Nice looking scoot. It does look like a VBB to me. You can check the VIN on this list : https://www.scooterhelp.com/serial/ves.serial.numbers.html and look at the wiring diagram for your model here : https://www.scooterhelp.com/electrics/electrics.html
I am not sure what you mean by " the lights are everywhere". Do you mean all the lights work but the headlight goes out when the pedal is pressed ? On the VBB, the brake light and the headlight are run off either end of the same coil. When the pedal is up, the brake side ( blue) is grounded to the frame/motor and power goes to the headlight circuit( yellow). When the pedal is pressed and that circuit is broken, the ground is through the brake bulb so you might check that.

DVLA lookup tells following:

Date of first registration
January 1972

Date of first registration with DVLA
July 2006

So it is an import and info sounds sketchy indeed.

No body lines at the back and bodgy speedo. Probably an Asian import, many of them got into the UK...

Not a 1972 with that nice round booty. 1962 or earlier. They switched to a flat booty mid 1962 for the license plates.
