I've got a 2009 Stella 2T. Her carb is off so I can replace the gaskets under the oil pump, air box, and carburetor because I "THINK" the oil drip I have is injector pump leakage (the oil is blue-green). Plus, the engine was filthy between the wheel and the engine castings so I wanted to get in there and clean.

It's a Spaco 20.

So, since the carb is getting some TLC anyway, does anyone have recommendations for jets/reed block/screw settings?

Not looking for a screamer, since I have a stock crank and exhaust, just a clean reliable runner for city use.

Despite the leaks and grime, she was idling and revving fine, if a little smoky.

Pooling/dripping green oil is oil that should've ended up going into the crankcase, so you're doing the right thing by replacing all the gaskets. Make sure that oil channel in the underside of the airbox has no blockages to speak of.

My autolube vespa got gummed up under there, I ignored the symptoms, and it ended up with a super inconvenient hard seize. That autolube system is pretty much bulletproof until it isn't.

Those are correct for a stock Stella. Nonetheless, the stock exhaust with the catalytic converter is awful. Even if you do nothing else, you should consider upgrading to a performance box exhaust. I prefer the Polini box, but the SIP Road 2 is also a good choice and easier to source in the US. If you do that, you can keep the rest of the jets as stock, but you will have increase the main jet to something in the range of 100-102.

It is a little boggy/spluttery in upper revs in 1st and 2nd when cold, but clean pulling in 3rd and 4th. I'll be doing reeds in the next month or two.

I only had 2 months of twist shift 2T scoot experience on a P200 when I bought my Stella. Was disappointed in the performance of it. I mean, 50cc difference, sure. There should be. But I just felt it should run better. And it did, once I did the exhaust and rejet.
