Trying to understand where the steering stops are in an LX Vespa? Are they in the tunnel that the fork is in? Are they adjustable? My LX mudguard is hitting the body on the left hand side

They are part of the steering column, not adjustable. If the mud guard is hitting the frame, either the mudguard is mis-centred or the fork has been bent backwards.

Yep I have a nasty feeling. I'm going to drop the fork out and check it as the bike is pretty much stripped down so it's not that much more work. I suspect it will be the lower section and I have an acquaintance with an engineering shop who should be able to straighten it if needed. It's made harder with that weird bump in the lower section of the fork .
I'm just hoping the upper part and the frame tube it goes into is ok because of that's not it's a write off.
