That's the Dom Luís I Bridge across the Douro river, connecting Porto and Vila Nova de Gaia in Portugal. I have crossed it many times.

It's the statue of Felix Dzerzhinsky, founder of the Cheka, predecessor of the KGB, on Shpalernaya street.

When our guide explained it was the statue of Dzerzhinsky I hardly could believe that man really still had a statue. I took the picture from the taxi. That was in 2019.
