What is the cause of the spotting on the rims and can it be fixed? Buff out with a chrome cleaner??

0000 steel wool then metal polish for lightly pitted chrome, won't be perfect, doesn't completely remove the pits but will look much better.
My polish of choice for stainless and chrome is Simichrome, works OK by hand, even better with Dremel felt wheels. Nevr-Dull is fine for alloy and brass, not so much for harder metals. Always want to start with least abrasive, try just the polish first, if results are satisfactory no need for steel wool. |

0000 steel wool with Coca-Cola is surprisingly effective on cleaning up chrome. but you'll obviously have to clean up the sticky mess as well.
Mother's has a really good chrome wheel polish. I've had good luck with it in the past. Simichrome is also very good, a little bit goes a long way. |

You might want to test a Magic Eraser in an inconspicuous spot. I have had success cleaning surface staining with them.

I have had success using turtle wax chrome polish and rust remover. You put it on like car wax, and when you wipe it off, it takes the rust with it.

These Vespa wheels were originally powder coated and/or anodized I believe. It looks like the aftermarket chrome finish has oxidized and pitted to the point where you're probably better off just having the wheels stripped and refinished, but it's definitely worth a try with a gentle paint cleaner and polish. Chrome finish looks nice but it requires extra care, unfortunately. |

I have had good results on chrome and also aluminum with this. Put a dab on a microfiber cloth and lightly swirl it around with a little pressure. You could probably get that wheel shining like a mirror.
Look at how my 1970 Triumph chrome and aluminum is shining. My wheels looked a lot like yours before some time spent with this polish.

You can polish the aluminum but it will be " raw" meaning it will water spot and get white corrosion easily unless you coat w/ clear. Might consider cleaning up w/3 m scratcher pads and then steel wool and paint black ( just the spokes) and polish the rims and then clear coat. Just my 2 cents.
