Modern Vespa

Hi! Vespa lx125 2006. Kickstarter works at the very bottom. If the entire pedal stroke is taken as 100%, then it only works at the lower 30%.
I took everything apart, cleaned it, replaced the clutch nut on the shaft. But nothing changed.
It is impossible to start the scooter at 30 percent of the pedal stroke.
Why does this happen?

On the ET4s and LX150s here in North America, those kick starters rarely, ever worked as designed. In many cases, the transmission covers would crack trying to kick the motor over. A cool trick for added sanity and weight savings, is to remove the entire mechanism, and plug it for a cleaner look.
