I replaced brake pads on ET2. Checking it for MOT I find when front brake is applied there is a clunk. Is it head bearings need tightening? Or what should I check?

Did it clunk before the pad swap? If no, check your work.

I am pretty sure it did not clunk before but pads were completely worn out so might not have noticed. The wider bit of the pad spring is at the bottom.

Put the bike on the center stand and move the front suspension around and try to reproduce the noise. Check all nuts and bolts on the front suspension and brakes.

Do you have the right pads, and are the caliper bolts tight? Something is moving for it to make a clunk, and it pretty much has to be the front brakes, suspension, or steering head.

Thanks for answers. All is now well. I have fitted new headset bearings and checked the two pivot points (they were fine). Lower Headset bearing was rusty and set was too loose. Removal of lower bearing top race required extreme force- a sledgehammer in the end.
MOT now.
