I found a post on this forum from 2014 on the same topic.
It struggles to hit 80 with the throttle open
The give away is the hard starts and successful starts while pushing the scooter in 3rd. Various docs state that early bikes did not have a gasket, however the mating surface on the iron cylinder looks a bit rough there doesn't seem to be an easy way to machine the surface since it's recessed
So my ideas are
1. Stick in the copper gasket from a later bike
2. I have a spare sprint veloce head which looks like it has it has higher compression

i think i have also worked out what my other cylinder piston is from. as you can see in the pics, they both LOOK like a VNA, but the size is 57mm. turns out there were 2 version of the piston port engine - VNA (125 cc, 54mm) and VGL1T (150, 57mm stroke)
here are the diff. pistons

but VGL1T cylinder looks different and has a diff carb.Dell'Orto MA 19 C and different orientation on the exhasust/intake ports ( i'm not sure on this point_
so as far as I can tell I have a VGL1T piston and a bored out VNA cylinder?

See pics. Bore still has the honing marks. Looks superclean . Spoke to the local vespa resto guy, who said compression number is fine . I ll try some flat washers instead of spring
