Middle of the handlebar. That's how Piaggio themselves did it with a optional accessory offering a clean switched power connection

It looks like you have the same satnav I have(TomTom Rider) is the satnav holder screwed straight onto the plastics

No, the Piaggio accessory kit provides a power harness that goes into the main wiring loom, a metal mount arm, mounting hardware and a new center trim piece

Here is a stock photo of what is in the Piaggio GPS mounting kit for the earlier MP3, but note contents may differ depending on model and model year (centerpiece, hardware, etc)
