Do you know if the dealer actually tightened them? Most scoots will need them tightened at least once after bedding in. Replacing them is a big job, not gonna be cheap.
Checks for bearing health: apply front brake and rock the scoot, should be no movement or clunking. Elevate front wheel, should easily fall to the caliper side, rotate checking for roughness.
