I believe that on the ET4 you only need a new CDI unit. See:

I think this is more or likley the problem. Yes that is a sandwich bag cover the exposed CDI unit.

Best and cheapest place to get a new one? Plus do I need to change the ignition as it's got the immobiliser on it?

You will have to go to a Vespa dealer for a new CDI. If you have the brown master key, you will not need to change anything else. Does that help? Once you have the new unit installed you can then program the unit to your keys. The instructions for this are in the link that jimc gave you above.
