On my 2005 GT200, that area is part of the front headset cover. Even though there is a mold line there, it is not a separate piece from the headset cover on my Vespa.

THat is the front headset cover, and it is a relativly big part for a chipped plastic.

I was riding about 3 weeks ago, and it just chipped and fell off. No potholes no bumps in the road, just broke off, about an inch of plastic where the screw is.

It's a dealer thing but I really dont care, it doesnt rattle or effect my engine and brake performance.

That is part of the headset cover and is all one piece. The headset cover is the piece that covers the entire front and goes around the headlight. I looked at mine and I can see what looks like a seam but it isn't really. Actually it doesn't really look bad and I doubt that it serves any function rather than styling. You choices appear to be either order the entire headset in your color from the dealer, take the headset off and cut the other side to match, or just ignore it and enjoy riding you scooter.
