I've also seen a guy doing that, but with is legs over the handle bars, and another guy hanging off the side of his bike and skating with a pair of shoes with rolers on the heals=the awesome. I waived hoping he'd let go and waive back.

Probably has cruise control. On an MC, it's a friction device on the end of the handlebar that holds the throttle from springing closed. Just throttle it up, twist the friction device and it stays at that throttle position.

On my Vespa I have my own simple solution for a throttle lock... I just have a piece of string I wrap around the throttle, taunt enough to maintain speed, loose enough to slow, stop or speed up.
