Looks like an afternoon of showing off for the local boys.
My little brother used to take my small Honda and practice stunts and wheelies with his friends. Of course he did not have permission. And 20some years later, now that I remember, I think he finally makes enough money to to pay up for all of those oops replacement parts.
He would take my mom's Opal Cadet station wagon and strip it down and race it. He would always get in trouble, but I think Mom is still secretly pleased that her little car had tiny trophies along the back window.
So, I think these are the boys showing off on a couple of afternoons.

Are they simply using the whole road, or does it look like they are somewhere that they drive on the left side?

I'll be honest, I saw this video, and it made me want to get a Runner, not because of the wheelies, but because of the nice shots of the scooters, I think they look cool. Also I like the music in the video, I don't know who the first artist is, I know the second is Freestyler, by the Bomfunk MC's, this song was popular in Germany during the Summer of 2000.
