Strange that a Vespa "engineer" would not have a source for parts, unless engineer in Hong Kong means mechanic.

To address the original question, any Vespa dealer should be able to order parts for you. I would think that parts purchased in the US and shipped abroad would be too costly and might have delays in customs.
