Any bicycle shop should have a variety that clamps on to steel tubing or onto a bolt/screw. Fold-down option shouldn't be impossible to figure out, if it's not integral to design.

Put a small hole in the cover for the pole to fit through. If the pole is small enough you could use a grommet, otherwise stitch (or melt) around the hole so it does not fray.
