here is a picture of the back inside of the hudcap where its suppose to fit to the clips. there are total of 5 clips that go to the nuts. help

It looks to me that the clips bolt on with the tire nuts, making a spring retainer to hold the hubcap in place. The question would be whether the "feet" on the clips face inward our out.

You would install the clips and then friction fit the hubcap in place.
