Yes there is a choke on the lx50. Like you said it is not user operated but it is on when you start the engine until the idling speed returns to normal.Takes 5-10 minutes for the choke to disengage or you can disengage the choke by giving it gas. If you run the scoot with the choke on there will be engine hesitation and you can even stall the scoot.
I think you will find there isn't a choke on a modern Vespa. A choke is a mechanical slide or butterfly that partially blocks the air inlet to allow more fuel and less air to be drawn.
The electric fuel enrichner operates by melting a pellet that somehow allows more fuel into the mixture. It is my understanding that it usually doesn't stay on too long.

"The Vespa 150 scoots, like most scooters, don't have a true "choke" in the traditional sense... that is, a butterfly valve that closes or "chokes" off the carburetor throat to enrich the mixture when starting. What is commonly referred to as the "electric choke" on the scooters is actually an enriching jet that is opened and closed by an electrically heated wax pellet that expands when heated. Nothing need be done to "set" the choke."
