What is the reason for the extra piece inside the fuel neck the turns. I thought it may pull up to aid fueling but it does not pull up, but you can spin it around in the neck of the tank.

When you screw off the fuel cap, it is inside the neck of the tank. It will turn but will not pull up or out.

I think the intent of that plastic sleeve inside the filler neck is to control the level at which the automatic shut-off triggers on the fuel pump, so that the tank doesn't overfill and send gas into the vapor canister.

Although I haven't had a problem filling my LX (pumping slowly), by many accounts it doesn't work so well.

I think its there to make the nozzle sit properly in the neck during

refueling. On my LX it works great if you hold the nozzle at a slow speed.
