Modern Vespa

My cousin has worked out a seal w/ owner of a garage near his work to safely park his scooter(s). There is one of those poles in a bucket of cement things that had lost it's sign & was just sitting around. He moved it in front of his space and put his own sign on it. He said he was amazed how many people had no idea who/what it was referencing. So I'm wondering if you saw his sign, would you know? (I'm trying to get him to take a picture & email to me)
It says: Reserved Parking: This space reserved for Eric Von Zipper
It also has a picture of a rat underneath.

So ... anyone know the reference?

I have not seen any of the movies but, I can see he is my kind of gang leader:

I used to love watching those beach blanket bingo movies. Wasn't there a chimp that used to ride with von zipper?
