I wish that the OP would post the VIN for the scooter that he bought. I strongly suspect that it might also be found with a little searching at a USA dealer who has it listed for sale.

Another reason to ALWAYS pay with a credit card, even if it's thru PayPal. If PayPal can't get his money back the credit card company can freeze the payment and he won't be liable for the payment amount.

Issue resolved
Got a full refund yesterday. The seller voluntarily refunded the full purchase price. Looks like the wholesaler was the scammer. Thanks again to all of you for your support and helpful advice.
