can you get ignition and seat locks seperate online from anywhere aside from piaggio themselves?
there's a really cheap one for sale near me at the moment that jsut needs these parts, and re registering which only costs like $300nz. (done 4000km or something in a year... stolen, recovered, and written off by insurance)

If it's an italian made fly then your need the CDI aswell as the locks/keys .
Chinese made have no imobiliser so just locks/keys to replace .
