Florida finished in the top ten list of worst drivers in the country. Perhaps in response to that dubious distinction, last month, with little fanfare, Governor Christ signed into law a new provision that will require Florida's worst drivers to take a driving course and re-take the Florida driver's license exam.
The new law, which takes effect on January 1, 2010, will require anyone convicted of three crash related moving violations in a three year period to take a behind-the-wheel education course and pass a driving test. Current law requires a four-hour refresher course for drivers cited in two crashes, but the course can be taken on the Internet and there is no requirement for an actual driving test.
It should be noted that contrary to popular belief, the bulk of Florida's poor drivers are not senior citizens. Florida's Department of Motor Vehicles reports that of the 3,277 drivers who were involved in 10,281 accidents over a three-year period ending Dec. 31, 2008, only 7% were over the age of 65. While men love to say women make lousy drivers, statistics are not on their side. Men make up 52% of Florida's drivers, but they represent 64% of the bad drivers.
