How starter sounds on vespa?

just a spinning sound means either your bendix is not functioning properly, the starter splines are stripped or the ring-gear is stripped.

more than likely, though, the battery is not properly charged and is failing to turn over the starter at the proper rpm and thus the bendix is not engaging.
