How do I read and interpret the torque specs in the service manual. Can someone explain what units it is in. Thanks in advance.

The units are nm - or newton metre.
1 newton meter = 0.738 pound foot (or ftlb).

For our purposes that's near enough to 1nm = 0.75 ftlb.

Or do like I did and get a click torque wrench with both scales on them. The one I got at Harbor Frieght has been working just fine, and it has pound ft and Newton Meters on the other side. I do need to get a smaller one, since this one is only good for 20+ NM. I think I will go look today and pick up a smaller one if they have it to take care of the small stuff. (instead of guessing)

The problem is the way its written. For example it can say 249 division sign 250. What does that mean?? Or to be more exact, how do I read the proper torque for the front wheel for example?

That's the range that the part shoud be torqued to, i.e. between those two numbers.

So far the info you have gotten has all been correct; I'm just not sure we are answering your query. Can you type out exactly what you want interpreted?

In the torque tables in the manuals, they are often like this:

I understand now. All is clear.

Oh, OK. I just never saw the divide sign used that way. Whose custom is that?

No idea.

But the meaning isn't exactly hidden, when you consider what information is trying to be imparted.
