I found a Vespa for sale that I want to buy here in CA.
Its from Florida, and was purchased by the guy here in CA.
Part of the title is filled out in his name, but wants to sell it instead of titling/registering.
Can I simply cross his name out and fill mine in etc?

Take him with you to DMV and make sure it meets CA rules. I know it meets CARB but may not meet other rules. like must have 7500 miles on it. if its not a Fuel Injected engine it may not be good to buy.

What Is Considered a New Vehicle?
California law considers any vehicle with less than 7,500 miles on the odometer when acquired by a California resident or business to be a new vehicle. This holds true whether or not the vehicle has been registered in another state. If you acquire a new vehicle from another state, you may not subsequently drive it to accumulate over 7,500 miles to circumvent the law. DMV cannot accept an application to register the vehicle, and you cannot register or operate the vehicle in California.

Exceptions
As usual, there are a few exceptions included in the law. As a California resident or business you may be able to register a 49-State vehicle if you:

Obtained it as part of a divorce or inheritance settlement.
Purchased it to replace a vehicle stolen while you were using it out of state.
Purchased it to replace a vehicle which was destroyed or made inoperative beyond reasonable repair while you were using it out of state.
Were on active military duty outside California, and you registered the vehicle in the state of your last military service.

It's an ET, so I know it meets the rules etc since I registered 2 from Illinois myself.. Wish the DMV wasn't closed tomorrow/Monday

I believe that as long as the scooter has a 50-state emissions sticker (i.e. California certified) then the 7500 mile rule doesn't apply.

There is a good deal of information on the DMV's website under "registering a non-resident vehicle." I'm not certain if the information there will answer all your questions, but it might be helpful. The DMV can be very picky about having every single little thing in order ... one thing missing, one mistake, and they might not accept it until it is corrected. Can't you just wait until Tuesday to do the transaction with both of you going to the DMV, maybe pay a small deposit to hold it until then? If the seller is on the up-and-up, they should have no problem at all with that arrangement. An honest person would want you to be comfortable with the sale.

175 Me too. I don't get how you can have neg karma when you just asked for the mileage It's a full moon or almost so that may explain it. I hated working the ER on full moon weekends since all the crazies came out along with their guns

That is correct. If it has the 50 State sticker, then miles do not matter.

Since he bought the scooter from another person and never registered it, the CA DMV will require that sales tax be paid on his original transaction and also the transaction that he does with you. The state will want their money.

You need a clean pink slip or equivalent to get it registered in California. Nothing can be crossed out. The DMV will not take it. I tried to register a new/used Vespa and the only thing wrong was one digit on the mileage was written over. They would not register the scooter. The owner I bought it from had to get a new clean pink slip. No mark outs allowed at the Ca DMV.
