How does that work if it hasn't been registered for that long? Do you have to pay for years that it wasn't registered? What's involved in registering a "barn" find?

Here's the email from the owner:
It is a 1974 Vespa Rally 200 in the color red with white stripes. Stock. It has only been registered in the original owner's name and then the widow sold it to my husband over 9 years ago. He refurbished the engine and gas tank all by scooterworks in chicago, but never completed the body. He wanted to finish it to 100% restore and then register it, but the project was never finished. He is going to look for the receipts, but most likely somewhere in storage. Also, on the list was going back and registering just to sell it, but dmv stated that it would be a "barn" find and be pretty simple to do.
We are pretty firm on the $2000. and a few months back before we moved and we were selling it for $2850. but ran out of time to meet with anyone before the move. So here we are again in the same situation, but now have time meet with YOU and get a nice home for it!
