I'm only going by what I've heard and talking to numerous DMV people...
If you don't have a title, you must provide a huge paperwork trail. Bill of Sale, receipts, witnesses, last State is was titled in release form if known etc etc etc... then you submit all of that to DMV along with them inspecting the scooter. You are then at the mercy of an approval from someone there. If they deny it, they now have the VIN number you submitted on file and until you get the actual title, you will never get it approved. |
